Dr.Patibandla Chandra Sekhara Rao:
The Central government honoured three prominent Telugu people with Padma awards 2012 on the eve of Republic Day. While Dr Patibandla Chandrasekhara Rao, a judge at International Tribunal for the Law of the Sea in Germany, was awarded Padma Bhushan.
Dr P Chandrasekhar Rao, popularly known as PC Rao, is an internationally recognized legal personality. At present, he is serving as a judge of International Tribunal for the Law of the Sea headquartered at Hamburg inGermany.
Born in Krishna district in a farmer’s family, Rao did ML and PhD in International Law and specialization in Law of the Sea from Madras University. After completing studies, he joined the External Affairs Ministry and worked in Legal and Treaties Division.
He later joined the Law Ministry and served as Law Secretary for a long time. He also played a key role in preparing draft for the Arbitration and Conciliation Act 1996 by the union government.He represented the country at several international conferences on law held in other countries .
Dr.Gutta Muniratnam Naidu:
Dr G Muniratnam, founder Member and General Secretary of Rashtriya Seva Samiti (RASS), an NGO located at Tirupati in Chittoor district, selected for Padmasree Award by the Central government. Dr Muniratnam, who is also a member in the state government NGO s Co-ordination Committee, symbolises a strong and resonant Gandhian method, addressing problems of rural and semi-urban poor.
He had been instrumental in proportionately mixing Gandhian spirit and tools of modern day development. RASS, a premier voluntary developmental and service organisation working for the welfare of the weaker sections in general and women, children, physically handicapped and the aged in particular in the States of Andhra Pradesh, Tamil Nadu, Orissa and Delhi since 1981.
